If you're a non-EU seller applying for VAT registration in EU countries, you may be asked to provide an Amazon Business Solutions Agreement (BSA) certificate. This article explains what it is, why it's needed, and exactly how to request it.

What is an Amazon Business Solutions Certificate?

The Amazon Services Europe Business Solutions Agreement (BSA) is the contract between Amazon and its marketplace sellers. When required for VAT registration, the document confirms that the seller has accepted the Amazon Services Europe Business Solutions Agreement and intends to sell on additional Amazon EU marketplaces.
Tax authorities in EU countries use it as evidence that the seller is a legitimate, active Amazon seller — it essentially proves the business relationship with Amazon exists.

How to request it from Amazon?

Amazon does not make this easy to find, but the document does exist. We'd recommend following these steps:

1. Attempt to email Amazon's VAT team directly
  1. Send an email to vat-services-data@amazon.com requesting a signed BSA certificate for VAT registration purposes. State the specific country and tax authority requiring it.
  2. If that email bounces or gets no response — open a Seller Central support ticket under Tax and VAT and escalate, referencing the email address above

3. Do not accept a generic response
  1. Amazon's frontline support often responds that "having an active account is sufficient proof." This is not correct for EU VAT registration purposes. Push back and ask to be escalated to a senior support agent or the specialist VAT team.
4. For Spain specifically (additional step)
  1. For VIES registration in Spain, download the Amazon Seller Agreement template, attach it to your support ticket, and specifically request that Amazon sign it before returning it to you for submission to the Spanish Tax Authorities.

Why is it so difficult to obtain?

This is one of the most common frustrations our clients experience. Here's why it happens:
  1. Amazon Frontline support is unaware it exists. Most Amazon support agents will tell you the document doesn't exist or isn't available. It does exist — you simply need to reach someone senior enough to know about it.
  2. Automated responses cause delays. Amazon's support system is heavily automated. Initial responses are often generic and don't address the specific request, requiring multiple follow-ups.
  3. No self-service option. There is no way to download this certificate directly from Seller Central. It must be manually requested and issued by Amazon's internal team.
  4. It can take over a month. Even when escalated correctly, the process can take 4–6 weeks. It is important to factor this into your VAT registration timeline.

Tips to speed up the process

Be specific
Name the exact country, tax authority, and state clearly it is for VAT registration
Follow up persistently
Don't accept the first generic response — escalate until you reach the specialist VAT team
Plan ahead
Build at least 4–6 weeks into your VAT registration timeline to allow for Amazon delays
Use both channels
