What is the Amazon Pan-EU scheme?

Overview

The Pan‑European FBA programme lets Amazon sellers store inventory in multiple EU countries and reach customers faster across Europe by using Amazon’s fulfilment network.
Instead of shipping from one country to buyers in others, Amazon will distribute your stock to fulfilment centres across the EU based on expected demand. This can lead to faster delivery, better Prime eligibility, and potentially lower fulfilment costs for cross‑border sales.

What are the requirements to join Pan-EU?

  • European Seller Account
    You must have an Amazon seller account in Europe with FBA activated across the main EU marketplaces: Germany (DE), France (FR), Italy (IT), Spain (ES) — and from July 22, 2025, also the Netherlands (NL)
  • Active FBA Offers in Required Marketplaces
    For each product, you need active Fulfillment by Amazon offers in DE, FR, IT, ES (and NL once required) using the same FNSKU across marketplaces.
  • ASIN Enrollment and Inventory Placement
    Enroll eligible ASINs in the Pan‑EU program and select at least two EU inventory placement countries (among DE, FR, IT, ES, PL—and optional NL, BE, SE). 

How do I opt in to the Pan-EU scheme?

  1. Prepare Your EU Seller Account
    • Ensure FBA is enabled and you're selling in the required marketplaces (DE, FR, IT, ES, plus NL by July 2025). 
  2. Enroll Products & Create FBA Listings
    • Confirm each ASIN is eligible, listed across required EU marketplaces, and create FBA offers using identical FNSKU and labelling. 
  3. Enable Pan‑European FBA Settings
    • In Seller Central, go to Fulfillment by Amazon Settings → enable Pan‑EU and select at least two inventory placement countries.
  4. Enroll ASINs and Send Inventory
    • From the Pan‑EU Inventory page, enroll ASINs and ship inventory to a chosen EU fulfillment centre. Amazon then redistributes it cross-border at no extra cost.
  5. Manage and Track Listings
    • Use standard Amazon reports in Seller Central for inventory, orders, and Pan‑EU performance.

What are the VAT obligations if i opt into this Amazon Pan-EU scheme?

  • EU‑Based Sellers
    Must register for VAT in every EU country where inventory is stored (e.g., DE, FR, IT, ES, NL, PL…)
    • They can use the OSS (One‑Stop Shop) scheme in their home country for consumer sales across the EU, but local VAT filings are still required for inter-warehouse stock movements. 
  • Non‑EU Sellers
    Amazon acts as the Deemed Supplier for B2C sales; it collects and remits VAT. VAT registration is typically not required unless you hold stock in EU countries.
  • Ongoing Compliance
    Monthly or quarterly filings in each country with stored inventory, plus OSS returns in your home country.
